Raymond Barry Cornwall - Repeat Sex Offender

SERIAL child molester and rapist Raymond Barry Cornwall today pleaded guilty to breaching a control order last month within hours of being released from jail.



The 52-year-old was on the run for almost 24 hours when the Court of Criminal Appeal overturned an earlier court decision to have him kept in custody.

Cornwall, considered a high risk of reoffending due to his refusal to commit to rehabilitation programs in jail, was released from Long Bay prison last month after he successfully applied to the Court of Appeal to be freed. The court imposed 26 conditions of release upon Cornwall.

In court today, his barrister Andrew Haesler SC said his client admitted the breach and wanted the matter dealt with as soon as possible.

"There's a plea of guilty and we're ready to proceed today if that's convenient," Mr Haeser told Central Local Court.

Magistrate Allan Moore will hear sentencing submissions at 2pm.

Court papers have revealed Cornwall refused treatment in prison for his depraved compulsions four years ago, prompting concerns by authorities about the likelihood of his reoffending.

Cornwall has never integrated into society and his isolation has driven him to attack six times.

A Supreme Court judgment from September, when the Attorney-General successfully applied to have Cornwall kept in custody past his prison release date, outlined that Cornwall desperately needed psychiatric treatment to address his sexual deviance.

Cornwall's history of predatory behaviour reads almost like a textbook study of an emerging rapist - starting with relatively minor offences.

Aged 23, he was convicted in 1978 for indecent exposure.

Between then and 1991, his urges had escalated when, armed with a knife, he embarked on a two-year rape spree.

It was Cornwall's failure to commit to rehabilitation treatment in jail that prompted Corrective Services Commissioner Ron Woodham to single him out and keep him behind bars.

Court papers show he has had limited counselling between 1997 and 2000.

Cornwall repeatedly resisted attempts to be enrolled in treatment programs, stating it was "too late" for him to do so in 2003. He was still refusing in late 2006.
