Danny Fisher Jr. - Repeat Sex Offender - Gets 5 years instead of 50 for abuse of 5 year old

A convicted sex offender has pleaded guilty to two charges of sexual assault involving a 5-year-old girl.
Danny Fisher Jr., 46, of North Platte, faces up to 5 years in prison for each count when he is sentenced in July. He originally faced a Class 1 felony that carried up to 50 years in prison.
Fisher was arrested Nov. 26 after the victim's father reportedly observed Fisher pulling up the victim's overalls. The father became suspicious and contacted law enforcement who interviewed the victim and learned that Fisher had "touched her private parts" more than once, according to the initial report and confirmed by Fisher in open court on Monday.

Fisher was convicted in 1989 of first-degree sexual assault of a child and served a year.

"On average most sex offenders are never caught again for a new sex offense, after five years, between 10 and 15 percent of sex offenders are detected, often convicted, of committing a new sex offense. If you follow them for ten years the rates go up somewhat, if you follow them as long as we’ve been able to follow them, which is about 20 years, the rates go up to somewhere between 30 to 40 percent of the total sample will eventually be caught for a new sex offense."
