Tony Phipps - Repeat Sex Offender - Habitual Pervert

Court records also indicate at least five women have taken out restraining orders against him, including his sodomy victim.



A registered sex offender with a Lane County criminal history for sodomy and other sex crimes has been arrested on suspicion of harrassment after what police are calling a possible abduction attempt near an elementary school Tuesday.

Police arrested Tony Phipps, 36, on suspicion of harassament around 11:27 a.m. Wednesday.

Police said Phipps is homeless and has no known address, but court records list a Royal Avenue address for Phipps in Eugene, where he has convictions for sodomy and contributing to the sexual delinquency of a minor for offense in Lane County stretching back to 1997. The offenses involved a teenage girl in Eugene.
An earlier version of this story indicated he had a conviction for rape. Further scrutiny of original court records indicate Phipps was charged with rape but pleaded guilty to sodomy in exchange for having rape charges dismissed.
Court records suggest Phipps moved to Albany around 2006, then to St. Helens around 2008. In both cases, he faced charges of failing to register as a sex offender.

Phipps was arrested Wednesday in St. Helens as police investigated a report of what they are calling a "possible abduction case."

On Tuesday, a 5th-grade boy walking home from Lewis and Clark Grade School in St. Helens, Ore., reported being approached and grabbed by an unknown male suspect, police there said.

Police said the student described being grabbed from the rear by a man who pulled on the student’s backpack. The student turned to face the unknown man as the man reached out toward the student. The student slapped away the unknown man’s hands and ran to his home.

Police released a description of the “unknown male” to the public, other law enforcement organizations and to other City of St. Helens employees.

A short time later a City of St. Helens Public Works Supervisor observed a man that fit the description and relayed that information to police.

Tony Phipps' criminal history from Lane County court records:

1998 - Convicted of felony Sodomy in the 3rd Degree in Lane County. His female victim was 14 at the time. He was also charged with other rape and sodomy charges when the victim was 13 and 14, but those charges were dropped as part of a plea deal.

2000 - Convicted of misdemeanor Contributing to the Sexual Delinquency of a Minor in Lane County. His victim was the same girl as the 1998 sodomy conviction. The victim was 16 at the time.

2006 - Convicted in Albany for failing to register as a sex offender

2008 - Convicted in St. Helens for failing to register as a sex offender
