Elvin Heyward - Repeat Sex Offender - Charged with stalking teen

Previous convictions:
  • 1986 - raped 4 year old girl
  • 1988 - raped 36 year old woman
  • 1989 - raped 75 year old woman


A city man who served more than 20 years in prison for three sexual assaults in two different states was arrested by Norwalk police on Monday for allegedly stalking a teenager.

Elvin Heyward, 45, of 31 West Main St., Apt. B, was charged with stalking and breach of peace. He was arraigned Tuesday and is being held on $50,000 bond. His next court date is Oct. 6.
According to a search of the national sex offender registry, Heyward is considered a "high risk" offender who has previously been convicted of two sex crimes in Texas -- one of which involved a 4-year-old girl -- and one sex crime in North Carolina.
The 17-year-old complainant who was allegedly stalked, told police she was walking home on West Main Street after getting off her school bus at about 3:30 p.m.

Heyward -- who had a history of harassing the teen -- was on the porch of his 31 West Main Street home and, when the teen passed by, he shouted "Come here, girl. I want to get at you," the report said.

When she ignored him, he started following her and pretended to talk on her cell phone, police said.

As Heyward began getting uncomfortably close to her, until he was within six inches of her, she felt threatened, police said.

Heyward told the complainant that he was watching her and wanted to know her name and where she lived, police said.

The teen asked Heyward to leave her alone, and she went home and called 911, police said.

"He never touched the girl," said Sgt. Lisa Cotto, a spokeswoman for the Norwalk Police Department. "He just made her feel uncomfortable."

Officers located Heyward at his home soon after the complaint, and he was taken into custody without incident, police said.

Heyward admitted to the responding officers he was a registered sex offender from Texas, according to police. Investigators were still working to find details about his offenses and his compliance status with regards to the sex offender registry when the police report on the incident was filed.

Records show that Heyward registered on the Connecticut sex offender registry in May 2009 for his out-of-state convictions.

Police said they interviewed Heyward's neighbors, who said they never had problems with him. Police said they have received no other calls complaining about Heyward, and they don't know how long he has been living in the city.
Heyward was sentenced to five years in prison for raping a 4-year-old girl in 1986, according to his entry in the Texas sex offender registry.
He earned a lifetime registration on the sex offender registry in 1988 after he was convicted of raping a 36-year-old woman in North Carolina. He was sentenced to three years and six months in prison for that crime.

It is unknown how much of his prison sentences he served for the 1986 and 1988 convictions.

Records show that he was also sentenced to 20 years in prison on Oct. 3, 1989, in Texas of aggravated sexual assault for raping a a 75-year-old woman. He was discharged from prison in 2008.
