Police Locate Missing Level III Sex Offender



The Snohomish County Sheriff’s Office and the Lynnwood Police Department have located level 3 sex offender Michael John Roe.

Roe, 54, who was wanted for an outstanding warrant for failure to appear for sentencing after being found guilty of failure to register as a sex offender in King County Superior court was found Friday afternoon.

Rose was last registered as a sex offender in Lynnwood, but officials say he is not living there.

Roe used multiple aliases and is police said they believed he was probably living under a false name.

According to officials, Roe uses a fake name, age, and employment information to develop relationships with women.

According to the Snohomish County Sheriff’s office, Roe pled guilty to one count of second-degree assault after sexually assaulting a 17-year-old girl he met on a telephone dating service in 1995.

Roe allegedly used the alias of “Mike Valentino” when he met the girl and spoke to her for about a week before meeting her in person at his residence.

According to court documents, once the teen arrived at his house they played board games and Roe made advances toward the victim, which she declined.

As the teen tried to leave, Roe grabbed the girl and held her down on the bed while he tied her up and sexually assaulted her.

While awaiting court proceedings in the case, Roe sexually assaulted an 11-year-old girl.

The girl’s mother left Roe at a motel room with the girl so that he could “counsel” her, court documents said.

Roe engaged in sexual conversation with the girl and sexually assaulted her while having her perform “relaxation exercises,” court documents revealed.

Roe pled guilty to one count first-degree child molestation and was sentenced to 82 months for the two crimes.

According to court documents, Roe participated in the sex offender treatment program while in prison but was terminated from the program due to his lack of progress by denying and minimizing his sexual offense behavior.

In 1986, Roe was convicted in Columbus, Ohio for one count gross sexual imposition after he sexually assaulted a woman.

According to documents, Roe grabbed the woman’s genitalia as she was walking on a college campus.

Investigators said Roe has an extensive criminal history with multiple convictions of theft and fraud and he has taken advantage of vulnerable women and convinced them to financially support him.

Roe admitted to police that he has conned over 400 women, police said.

Roe’s status as a level 3 offender coupled with his attempt to avoid law enforcement and the legal system increased the likelihood of him seeking additional assistance from women for the purpose of continuing to avoid law enforcement, officials said.

Roe uses telephone dating services and online chat services to meet women and to engage women in telephone and cyber sex.

While on supervision with the Washington State Department of Corrections, Roe was incarcerated several times for violations of his conditions of supervision including his continued misrepresentation of his identity and using telephone and online chat services to meet women.

He also portrayed himself as a minor female online and was soliciting minor females for sexual encounters.

Roe has been reviewed on two occasions as a sexually violent predator. In both cases he was found not to meet the criteria of a sexually violent predator although he has been determined to be at very high risk to reoffend.
