A North Dakota State Hospital psychologist who examined sex offenders over the past decade to determine their potential danger to the public has resigned after admitting to subscribing to child pornography Web sites.
Joseph Belanger detailed what he calls his "compulsive viewing of pornography" in a late November letter to the State Board of Psychologist Examiners. The 60-year-old Belanger also wrote that he suffered "horrific abuse" as a child and has been suicidal at times.
Belanger's attorney, Steven Light, declined comment other than to say that Belanger has not been criminally charged.
Alex Schweitzer, superintendent of the State Hospital in Jamestown, says Belanger's resignation was accepted November 8th.
Belanger still has a license to practice in North Dakota. The lawyer for the State Board of Psychologist Examiners says the group will discuss the matter at its next meeting.
