WANTED: Jerry O'Dell Kelley Jr - Repeat Sex Offender


Franklin County officials are looking for a registered sex offender for questioning in a sodomy and sexual abuse case.

Sheriff Larry Plott said Jerry O'Dell Kelley Jr., 33, had been living at 9165 Franklin 81 Lot 19, Phil Campbell.

Investigators said Kelley is wanted for questioning in a case involving accusations of sodomy, enticing a child and sexual abuse. The case involves a 10-year-old girl.

Authorities said the incident involving the child had been going on for a year.

Plott said Kelley is a registered sex offender and had been staying at the Phil Campbell residence but apparently moved without giving notification.

According to a sex offender registry, Kelley was convicted in 1996 of third-degree criminal sexual conduct, which involved a 13-year-old girl.

Kelley is a white man, 5 feet 10 inches tall, weighs 160 pounds, has brown hair and blue eyes.

He has a "wild child" tattoo on his back, a demon and prison identification number tattooed on his left arm and a rebel flag, outlaw and satanic star tattoos on his right arm.

Anyone with information about his whereabouts is asked to call the sheriff's office at 332-8820 or Shoals Area CrimeStoppers at 386-8685.

Arthur Leland Sayler - one of the most dangerous pedophiles in the world

Mexican authorities are alleging that Sayler is one of the most dangerous pedophiles in the world, running a massive file-sharing network with users in Canada and the U.S.

Mexican police say they seized 15 hard drives containing four million images and videos of children involved in sex acts.


Local cops are closely watching what U.S. media are calling one of the worst child- porn cases ever as it unfolds in Mexico.

Edmonton police Staff Sgt. Howard Kunce of the Integrated Child Exploitation Unit said it will likely take a couple of weeks for Mexican and Canadian federal cops to sort through the mountain of evidence seized last week from a Tijuana beachfront home belonging to Canadian Arthur Leland Sayler.
Mexican police say they seized 15 hard drives containing four million images and videos of children involved in sex acts.
"That would be a record-breaker," Kunce said.

Mexican authorities are alleging that Sayler is one of the most dangerous pedophiles in the world, running a massive file-sharing network with users in Canada and the U.S.

He was born in Canada (as of last night his hometown wasn't known), but has been living in Tijuana for 20 years. A computer repairman by trade, he commuted daily across the U.S. into San Diego, Calif. to work.

People living near him described Sayler as a good, quiet neighbour who minded his own business. One neighbour even told a television reporter that his own kids would hang out at Sayler's house.

Yesterday Sayler was being held in a Tijuana cell, but he's expected to be moved to a high-security jail in Mexico City. He faces a life sentence in Mexico.

While the sheer number of stomach-churning images and videos in this case is huge, "it's not as staggering as you might think," says Julian Sher, author of One Child At A Time - The Global Fight to Rescue The Victims of Web Porn, which features Alberta's ICE team.
"Technology is developing so rapidly," Sher explained. "Storage capacity is huge. Pedophiles are storing massive collections of child pornography on their Xboxes and iPhones."

Pedophiles are even keeping their collections on wireless hard drives which are hidden inside walls, so if police seize their computers they can't find the porn.

Sher warned that police will keep finding larger and larger collections.
"These predators are rarely in it for the money," he said.

"For the pedophiles that I've interviewed, the value and prestige are in the size of the collections. It's like hockey cards."

Sher hopes that this case will serve as a wake-up call to the public.

"Hopefully, it will serve as a reminder of the scope of these abuse images and how easy it is to build up the collections," he said. "It's a global crime that knows no boundaries."

He added, "these crimes cannot be solved on the Internet. They've got to be solved by educating kids and their parents, and having much better safety measures."
Sher said there's software available in England that gives computer users a "9-1-1 button" and an instant connection with local police. Anyone surfing the web who comes across something illegal can report it to cops instantly.

"We need software like that here," he said.
In international cases like this, Kunce explained, Mexican authorities would liaise with the RCMP's National Child Exploitation Coordination Centre in Ottawa. Officials at the centre would then contact regional ICE units to investigate any local leads, conduct searches or make arrests in their area.

Australia: Home of Pedophile Enabling Judges - Allows Repeat Sex Offender out AGAIN

A CONVICTED child sex pest considered a high risk of reoffending is living within metres of young children and close to schools and a childcare centre.

Police are so concerned about the threat they have issued an internal "be on the lookout" memo to officers statewide after the man was granted bail by a Brisbane magistrate.
The man, who is listed on the Australian National Child Offender Register (ANCOR), was arrested earlier this month after allegedly approaching boys near schools south of Brisbane and offering them cash for sex.
The memo issued by the Queensland Police Intelligence Unit and obtained by The Courier-Mail claims the man "admitted that he was going to continue committing the offences until he was apprehended".

The man, who cannot be named for legal reasons, was charged with multiple counts of procuring prostitution, held in custody over a weekend and later granted bail.

His bail conditions included the requirement he remain living with his mother and report to police once a week.

Shocked police said the conditions were no different to those the man was living under at the time of the alleged offences.
"Apparently this convicted pedophile in the middle of a cycle of re-offending is no threat to the community if he is on bail conditions to report to police - which he is already doing through ANCOR - and to only leave the house in company with his mother, who he was already living with," one officer said.
Another officer said the man had been placed on the ANCOR after being convicted of similar offences to his latest charges in 2004.
At least nine children under the age of 13 live in the same street as the man and there are three schools and a childcare centre within walking distance of his address.

Yesterday neighbours expressed dismay they had not been informed of his alleged criminal history.
"I've got three boys and they usually play out the front of the house," said a mother of four.

"I always keep an eye on them but I'll be watching them more closely now."

Another resident said most of the people who lived in the cul-de-sac had been there for decades.
Opposition spokesman Lawrence Springborg said granting bail under the circumstances beggared belief and called on the Government to appeal the decision.
Attorney-General Cameron Dick said bail was a matter for the magistrate and police.

"Police have the power to oppose bail and to appeal against a decision to grant it," he said.

"The reporting requirements of the offenders on the Australian National Child Offender Register are also a matter for police."

John Xydias - Wicked of Oz - Drug-raped 225 women

He did not show any remorse and did not apologise for his actions: "It was clear the defendant was attempting to avoid prosecution for his actions with absurd explanations."


A man believed to be one of Australia's worst serial sex offenders is due to be sentenced on Tuesday.
John Xydias, 45, who blamed his victims for being drunk and filmed them while they were unconscious, has admitted responsibility for 86 sexual offences.
Last July, Xydias pleaded guilty to 25 counts of rape and 61 of indecent assault involving 11 women at the Glen Iris home he shared with his parents and at the family holiday house at Dromana between 1991 and 2006.
The court heard Xydias degraded his victims by rendering them unconscious using a combination of drugs including Rohypnol, dressing them in his collection of women's underwear and filming them in poses.

Xydias had said the women were unconscious because they either drank too much alcohol or took drugs and they trusted him to do what he wanted while affected.
His sentence will be heard in the Victorian Supreme Court.

But many were unaware of their ordeal until police showed them the videos, a court heard. Xydias kept one woman unconscious for three days at his holiday home while he raped her repeatedly.

He met some of his prey through a phone-dating service and others through friends.

The bleach-blond monster would lace alcohol, cannabis and coffee with date-rape drug Rohypnol before filming himself stripping them. He would then dress them in underwear he had bought himself and attack them.

Cops were tipped off when someone else saw a DVD of Xydias and several women, the judge was told.

When they raided his home they found 17 tapes of him raping women who were out cold alongside photos and lingerie. Prosecutors told the court in Melbourne, Australia, four victims were never traced despite searches stretching overseas.

According to the prosecution summary, he appeared co-operative but provided few names of his victims and gave some incorrect names.

He acknowledged his presence in the videos and the sexual acts but said he was having consensual sex with conscious women and claimed some of the women had filmed him (a claim the victims denied).

The summary says: "The defendant stated that when he was sexually involved with a conscious victim, the free agreement carried on through their loss of consciousness.

"This is despite the fact that numerous victims have never been consensually sexually involved with the defendant.

"The defendant failed to admit he rendered the victims unconscious through the use of drugs or other substances, basically blaming the victim for her loss of consciousness."

Dona Ana County Sheriff's Investigators arrested and charged Joseph P. Marcotte, age 48, of 2900 Willow Creek, Las Cruces, with Criminal Sexual Contact of a Minor, Criminal Sexual Penetration, Tampering with Evidence, Selling/Giving Alcohol to a Minor, and Contributing to the Delinquency of a Minor.

According to Sheriff's Investigators, Sheriff's Deputy Maynes was dispatched to Memorial Medical Center in reference to an alleged Sexual Assault.

Deputy Maynes met with the victim who is a 14 year old male and his mother.
Allegations were made that the victim responded to an add that was placed by MARCOTTE for help around his residence.

After responding to the ad, the victim went to MARCOTTE'S residence where he worked for MARCOTTE.
While at the residence, MARCOTTE allegedly assaulted the victim.

After the alleged assault, MARCOTTE gave gifts to the victim which included a bottle of alcohol.
This case is still under investigation and it is believed that other children may have performed work for MARCOTTE who could have been assaulted.

Jerry Johnson - Repeat Sex Offender - Charged with Sexual Assault



A convicted sex offender faces charges he took a 16-year-old female relative to a motel on Father's Day and sexually assaulted her.

Police said Jerry Johnson, 46, of River Rouge checked into the 8 Wood Motel, 330 W. Eight Mile Road, with the girl June 14.

"He rented a room and had sex with her for about an hour," said Ferndale Detective Ken Denmark.

Johnson was arraigned Friday in Ferndale 43rd District Court on two counts of third-degree criminal sexual assault before magistrate Larue Mead. He is jailed on $500,000 bond.

Police said the girl in the case told her mother a couple of days after the incident what happened but the mother initially didn't believe her. The girl told another relative who contacted the girl's mother.

"The girl's mother finally believed her about what happened and brought the victim to the police station," Denmark said.
Johnson is a registered sex offender with two previous convictions, police said. He was convicted of first-degree criminal sexual assault in Canton Township in 1981 and served two years in prison.

Shortly after he was released in 1983, he was convicted again of first-degree criminal sexual assault and armed robbery in Inkster and sentenced to serve 10 to 15 years in prison, police said.
"The victim told us the suspect began sexually abusing her when she was 7 years old," Denmark said.

The girl also told police that Johnson has allegedly molested two other children who are relatives.


Ferndale police said they got a warrant from Oakland County prosecutors for Johnson on Thursday and arrested him at a house in Lincoln Park the same day.

The two sexual assault charges against Johnson are each punishable by up to 15 years in prison.

As a habitual offender, Johnson faces a mandatory minimum of five years in prison if convicted.

He is scheduled for a preliminary examination on the evidence against him at 1 p.m. July 9 in Ferndale District Court.

Blair Evans - Repeat Sex Offender - 1999, 2002, 2005 - 2009

"How do you change someone who has a sexual interest in children?"


A convicted pedophile and chronic voyeur is back in court today, once again on a child porn rap.

Blair Evans, 59, was allegedly found in North York Central Library on Yonge St., north of Sheppard Ave., using a computer and in possession of a USB storage device yesterday, Toronto Police Det. Paul Krawczyk said today.

"We're not alleging that he was downloading child pornography at this time," Krawczyk said.

But such allegations meant a breach of probation charge for going against conditions from his last conviction, and a search of his Bathurst St. and Sheppard Ave. W. area home.
There, investigators allegedly found images of child sexual abuse, in all accounting for five counts of fail to comply with probation and two counts of possession of child pornography.
Evans, who has been diagnosed as a pedophile with sadistic overtones, was first convicted in 1999 after he was arrested in 1996 at his desk at the Department of National Defence in Ottawa. He pleaded guilty and was sentenced to eight months of incarceration and three years of probation.

That cost him his job.
In 2002, the father of two who worked as a consultant with a private Toronto firm was again charged – and later convicted – after police seized about 200,000 pornographic images, including one of a baby being raped, from his home computer.
His third conviction came in 2005. He had pleaded guilty to charges of failing to follow conditions of release and accessing and possessing child porn after police found him using computers in a university library and at a cyber cafe, downloading images into a portable storage device. When cops raided his home, they found around 1,000 images on a thumb drive.
"These images were horrific in nature and typically involving children between the ages of 2 and 8 years old involved in violent sex acts," Det.-Sgt. Paul Gillespie said at the time.

"This is the first time we've dealt with a third-time offender," Crown attorney Mary Humphrey said at the time. "It is not a victimless crime and repeat offenders will be punished."
Justice Richard Schneider ordered him jailed for another 13 months on each count, to be served concurrently.

The sentence, which included credit for time awaiting trial, amounted to the equivalent of nearly four years in jail, a historically high sentence for possession charges.

"It's significant," Krawczyk said of the collection police allegedly found at Evans' home yesterday. "I wouldn't say it's huge at this point but we still have the electronic evidence to go through."
"How do you change someone who has a sexual interest in children?" Krawczyk said, speaking generally about repeat child porn offenders. "I'm not a doctor, but how does that person change?"
"This type of offence crosses all socio-economic levels. It could be your neighbour. It could be the homeless person on the corner," Krawczyk said. "We've arrested millionaires."

Darryl Kemp - Repeat Sex Offender - Gets Second Death Sentence

"Is that it?" he asked.


For the second time in his 73 years, Darryl Kemp was sentenced to death for committing rape and murder — this time for killing 40-year-old Armida Wiltsey at the Lafayette Reservoir in 1978.

Kemp, who was serving a life sentence in a Texas prison for multiple rapes in 2002 when DNA linked him to Wiltsey's long-unsolved slaying, first received the death penalty in 1960 for the rape and murder of Los Angeles nurse Marjorie Hipperson.
When capital punishment was deemed unconstitutional by the U.S. Supreme Court in the 1970s, Kemp was paroled. He had been out of prison for four months when on Nov. 14, 1978, he attacked the Lafayette mother on a jogging path and killed her by either strangulation or suffocation.

Defense attorney David Headley argued Thursday that Kemp will more likely die of natural causes than execution, given the long delays surrounding California executions and Kemp's advanced age and poor health.

"Many millions are going to be spent to move along a process that has no chance in culmination," he said after numerous, unsuccessful attempts to convince Judge John Kennedy to commute Kemp's pending sentence to life in prison.
Headley and co-counsel Larry Barnes argued at trial that Kemp, a Los Angeles native with normal childhood, suffers from brain damage and a mental disorder that compels him to rape, and that the killings were the unintended consequences of Kemp's dangerous method of subduing his victims by cutting off their air supply.
A Contra Costa County jury in December convicted Kemp of first-degree murder and recommended death.

Just as he did at trial, Kemp sat motionless, hunched in his wheelchair with head down and eyes closed behind dark sunglasses during Thursday's three-hour hearing.

It was not until court was adjourned that Kemp showed he was conscious, raising his head and turning to his attorneys with open eyes.

Terrence O'Keefe - Repeat Sex Offender - Murdered elderly man after escape


O'Keefe, 39, from Liverpool, strangled 73-year-old David Kemp in Great Yarmouth, Norfolk, in March last year and then stole his television to raise money to buy drugs.
O'Keefe, who denied murder, had escaped from a unit in London where he was serving a life sentence imposed in 1996 for rape and robbery.
He gave his guard the slip while having hospital treatment, then travelled to Great Yarmouth, where he lived for several weeks.

Graham Parkins QC, prosecuting, told Norwich Crown Court that he adopted a false name, twice contacted police and claimed benefits.

A spokesman for South London and Maudsley NHS Foundation Trust said O'Keefe's escape "should not have happened" and apologised unreservedly.
He said: "We would like to offer our sincere condolences to all those affected by David Kemp's death. Terrence O'Keefe absconded from an acute hospital, where he had been taken for medical treatment, while under escort by our staff. It should not have happened - and we apologise for that unreservedly.
"Immediately after the incident, and since, we initiated major improvements and have strengthened the arrangements for transferring medium secure unit patients to acute hospital for treatment."

Mr Kemp, described as a "vulnerable" pensioner whose only company was a cat, was strangled with a belt.

Police initially suspected he had killed himself in some sort of "auto-erotic scenario".

The cover of a pornographic video was found near the body - though the pensioner's television and the contents of the video were missing.

There was a gap on a cabinet surrounded by a ring of dust suggesting the spot where the television had been.

The escaped prisoner was not afraid to "show out" while on the run, Mr Parkins said.

Using the false name James Daniels, O'Keefe gave police a witness statement about an incident near where he was living.

He also went to Norwich's main police station to make a false report alleging a rucksack had been stolen.

Police noted the complaint and gave him a document on headed notepaper containing the false name and other false details.
O'Keefe was convicted at Liverpool Crown Court in September 1991 of robbery and having sex with an under-age girl and given a 57-month custodial sentence.
In June 1996 at the Old Bailey he was given a life term - with a recommendation he should serve at least 10 years - for rape, false imprisonment and robbery.
In September 2008 at Inner London Crown Court, he was given a 18-month term for escaping from custody.

Police said they reviewed the case but did not feel substantial mistakes were made.

Detective Chief Inspector Steve Strong, who led the inquiry, said: "Investigations are not always as simple as they seem and initially there was not enough evidence to show that Mr Kemp had been murdered. When a witness came forward with new information, a new investigation was begun which led to O'Keefe being charged."

Mr Justice Saunders adjourned sentencing to a date to be fixed. It is likely to be at Nottingham Crown Court in September.

But Court documents tell a different story about 34-year-old Erik Wayne Edwards, whose picture is also on the Indiana sex offender registry. Edwards was charged with six counts of molesting a 12-year-old girl in the fall of 1997. He was convicted of a single count and spent more than two years in prison.


A central Indiana Little League program is under investigation by its international offices.

An upset parent called foul after learning a scorekeeper for a couple of Chesterfield teams is a convicted sex offender. A drive lined with signs about good citizenship leads to the home of the Riverfield Little League in Chesterfield.

But on the same field where fair play is touted, parent Phil Allen says league officials are failing to go to bat for the safety of young players. During a recent tournament, Allen learned a team "volunteer" is a convicted sex offender.
"We advised them of this and we were told that he was 18 and she was 16 and that there's no problem here," Allen said, recalling the response from Riverfield league officials.

Based on 2009 Little League rules and regulations: "No local league should allow a person to participate in any manner if there background check reveals a conviction or guilty plea for any crime involving or against a minor."

They can't even volunteer.

Edwards says he only kept score as a parent.

In a statement, League Director Darryl Smith says Edwards "has been upfront. He has, on occasion, kept the score book...and walked across the field to talk to another scorekeeper. I can understand parent concerns...we asked him two weeks ago not to do it anymore."

Allen says Edwards' background came out just in time. His duty to register with the sex offender registry expires next year.

Our regulations prohibit any person who appears on a sex offender registry, or who has been convicted of any crime involving or against a minor, from having any duties or responsibilities, or holding any position whatsoever in a local Little League. There are no exceptions to this, as the regulation is well known among our leagues and has been in place for several years. A league that knowingly violates this regulation risks the likelihood of having its Little League Charter immediately revoked.

John Lee Hampton - Repeat Sex Offender - GUILTY of new rape and murder

Hampton was released from a Georgia prison in 2004
after serving 11 years for child molestation.

Mack said her sister did not know about Hampton's history as a sexual offender.



A Georgia sex offender accused of beating, raping and stabbing a Clearwater mother of three was found guilty of first-degree murder this afternoon.

Prosecutors said they are seeking the death penalty.

John Lee Hampton, 35, silently stared at the ceiling as the guilty verdict was read in the Pinellas County courtroom. Family members of Hampton and the victim, 25-year-old Lashonda McKinnes, hugged and cried at the end of the trial, which began Monday.

Hampton gave conflicting accounts of the murder on June 10, 2007, then explained that he killed McKinnes by stabbing her neck and slitting her throat when she came at him while he looked through her things, a prosecutor said.

Police said Hampton's shorts and shoes were stained with blood and that bloody socks were found in a trash can at McKinnes' north Clearwater apartment complex.
Hampton had attempted to clean the scene by dousing McKinnes with lighter fluid and other chemicals, said David Tobiassen of the State Attorney's Office. At least one of McKinnes' three young daughters saw the killing.
Jimmy Hampton, 32, said his brother's "bad record," including a charge of kidnapping and 11 years in a Georgia prison for child molestation, added to the verdict.

"If he did it, he deserves what he got," Jimmy Hampton said. "But I can't say if he did it. I wasn't there."

Timothy E. McGregor - Repeat Sex Offender -

The St. Lawrence County Sheriff's Department arrested Timothy E. McGregor, 25, of West Stockholm today on an arrest warrant from the Potsdam Town Court for 2nd-Degree Forcible Touching.
According to police, McGregor grabbed a child under the age of 14 in an intimate part of the child's body.
McGregor was also charged with violating his parole. He was currently on parole for a sex crime and is categorized as a level one sex offender.
McGregor was arraigned in the Town of Potsdam Court before Justice Sam Charleson and remanded to the St. Lawrence County Correctional Facility in lieu of $5,000 cash bail or $10,000 secured bond.

Larry Donnell Cannon - Repeat Sex Offender - Strikes Again

Mesa police arrested a homeless sexual offender who is accused of raping a woman and threatening to kill her and her boyfriend.


Documents filed Tuesday in Maricopa County Superior Court charge Larry Donnell Cannon, 43, with four felonies, including two counts of sexual assault and two counts of kidnapping.

The incident began before 2 a.m. Sunday at a residence on the 2100 block of W. Main Street, where the woman's boyfriend told police Cannon, a registered sex offender, snuck up on him with a large knife.
"He was playing a game on his computer when Larry Cannon came behind him and placed his left hand over his mouth and a knife to his throat," court documents state. "Larry Cannon told him not to say anything or he would kill him."
Cannon then used a cut cord from the vacuum cleaner and tied the boyfriend to a chair. He then went into the bedroom where the man's live-in girlfriend was asleep on the floor.

The woman told investigators Cannon woke her up, ordered her to take her clothes off and to do what he said or he would kill her and her boyfriend, documents state.

A few minutes later, the boyfriend told police, Cannon and his girlfriend came out of the room naked.

Cannon allegedly went back into the bedroom and proceeded to rape the woman, court documents state. Meanwhile, the boyfriend managed to free himself and called 911.

The boyfriend told "dispatch the officers would have to break down the door because it had two deadbolt locks." Once inside, police found both victims, with the woman sitting in a fetal position.

Police located Cannon as he attempted to hide under the bed, court documents show.
Records show Cannon has an extensive criminal history stretching back to 1982, when he was convicted for kidnapping, and in 1983 was jailed on charges of sexual assault and kidnapping.

Between 1992 and February, he received other convictions for burglary, drug possession, failing to register as a sex offender, resisting arrest and aggressive solicitation.

Mesa police arrested him on an outstanding warrant for failing to appear in court, and charges of sexual assault and kidnapping.

William Ayres - Pedophile Child Psychiatrist Trial Begins

“Justice has been a long time coming”


Opening statements began Tuesday morning in San Mateo County Superior Court in the trial of a once-prominent San Mateo child psychiatrist accused of molesting several young patients in the 1990s.

William Ayres, 77, sat quietly at the defense table throughout statements by prosecuting attorney Melissa McKowan, who called Ayres a pedophile, and Ayres' defense attorney Doron Weinberg, who argued his client did not act inappropriately.
Ayres, a former president of the American Academy of Child and Adolescent Psychiatry, is charged with 10 counts of lewd and lascivious conduct on a child under 14 for allegedly molesting six boys between ages 9 and 13 from 1988 to 1996.
He was arrested in April 2007 and has been free on $750,000 bail.

McKowan told jurors Tuesday morning that six witnesses will testify against Ayres. She said four other men whose claims fall outside the statute of limitations will also address the court but that it is up to the jurors whether their testimony can be used as evidence.

McKowan said the six witnesses who will testify were children with behavioral issues who sought treatment from Ayres, and were disturbed by the alleged requests he made of them during what he told them were routine medical examinations.

"The boys were simply asked to remove their clothing, and the doctor began to touch, fondle, molest and masturbate their penises and testicles," McKowan said.
"The doctor regularly conducted physical exams," she added. "The boys thought they must submit."

McKowan said Ayres asked one of the alleged victims if he wanted Ayres to determine what stage of puberty he was in.

"The boy said, 'No thanks,'" McKowan said. But during another session, the boy said he had a pain in his side and Ayres offered to examine him, she said.

"The doctor told him to take off his pants" and began massaging his groin area, McKowan said. The boy "completely freaked out."

McKowan said another alleged victim was 9 years old when Ayres "masturbated him to an erection and told him not to tell anyone."

Ayres allegedly told a third alleged victim, who had problems with bed-wetting, to let Ayres watch him urinate, McKowan said.

"He justified what the doctor was doing because of the bed-wetting," she said. "The doctor watched him urinate."

Some of the alleged victims told their parents what happened, and some did not mention it until San Mateo police contacted them during the police investigation, McKowan said.
Nonetheless, she said, the witnesses' accounts are accurate and credible.

"Their credibility is based not on what they have done in the past, but based on what they saw," McKowan said.
"These were not legitimate medical examinations, but a ruse of a pedophile to look at and molest little boys," she added.
Weinberg began his opening statements by acknowledging that the examinations occurred, but denying that Ayres molested the boys.

He said Ayres believed that it was a psychiatrist's duty to treat the whole person, including by conducting physical examinations.

Weinberg emphasized that practices in place 50 years ago—Ayres received his medical license in 1956 -- may not be as common today due to a change in culture.

"There will be evidence that puts (the claims) in a completely different frame," Weinberg said.
He said the alleged victims "elaborated and exaggerated simple medical procedures."

The patients, he added, "were young people with emotionally psychiatric conditions."
He also stressed that their memory of events should be questioned because of the amount of time between when the alleged crimes took place and when they came forward with their claims.

"The majority of witnesses didn't say anything for years," Weinberg said. "Then they came forward when prodded by external events."
The prosecution has long held that Ayres abused dozens and dozens of former patients over the course of 30 years but the statute of limitations prevents criminal charges before 1988. Instead, four of those men, including the person who filed the 2002 police complaint which started the investigation, will testify for the prosecution to prove Ayres’ alleged propensity to offend.

Ayres has maintained his innocence but did settle a civil suit in 2005 with a patient not included in the criminal case. News coverage of that suit by Steven Abrams led to Thomas C. (All alleged victims aside from Steven Abrams are identified in court only by their first name and last initial) calling San Mateo police that August but his case, too, was too old. San Mateo police Capt. Mike Callagy, spurred by those two cases and another in 1987 by Greg H., took the “extraordinary step” of obtaining a search warrant for Ayres’ home, business and storage locker because he was still practicing medicine, McKowan said. Information from 800 patient files seized in March 2006 led to three victims ages 9 to 12 that fell within the statute and subsequent publicity drew out dozens more. Four from that batch were also charged.

Ayres’ medical license was suspended and he was ultimately arrested. In a “freak coincidence,” McKowan said, one of Ayres’ alleged victims saw Ayres at the courthouse during his arraignment because he was in custody himself. The alleged victim, without benefit of newspapers or Internet while jailed, knew exactly why his former doctor was there, she said.

Others had even told therapists and loved ones about the touching before Ayres was ever arrested, McKowan said.

McKowan told jurors she will call a child sexual abuse expert from the San Mateo Medical Center’s Keller Center to explain why abused children return to their abusers and don’t immediately tell. A San Francisco child psychiatry professor will testify about red flags in the former patient’s files.

Ayres listened to opening statements dressed in a dark blue suit as his wife and son sat behind him. A number of the alleged victims’ family members — fixtures at a number of previous court hearings in the case — filled the courtroom and at least one mother nodded along as McKowan told jurors how the boys were ordered by parents to behave and listen to the doctor during treatment.

The observers did not want to speak on the record about the case but all questioned echoed relief the trial is underway.

“Justice has been a long time coming,” said one woman.

The Florida Supreme Court rejected another appeal Thursday from a Cuban immigrant sentenced to death for murdering 9-year-old Jimmy Ryce, namesake of a state law that keeps dangerous sexual predators in custody after they finish their prison terms.

The justices ruled 6-0 against Juan Carlos Chavez, 42, on eight separate claims in his appeal.
Jimmy was kidnapped at gunpoint in rural Miami-Dade County after getting off a school bus and then raped and fatally shot 14 years ago.
Since Ryce's death 14 years ago, state lawmakers have passed a law keeping sexual predators in custody after they complete their prison term. The law -- known as the Jimmy Ryce Act – allows a sexual predator who is deemed to be a danger to society to be confined at a civil commitment facility in Acadia.

The state Supreme Court has previously upheld the death sentence for Chavez on direct appeal. Chavez has claimed that his defense attorneys failed to present expert testimony on the differences between the U.S. and Cuban legal systems.
Chavez tried to get his confession thrown out because he said he did not know he had a right to remain silent. He later recanted his confession.
His appellate lawyer Andrea Norgard addressed the justices in oral arguments in February.

In his appeal, Chavez claimed that his trial lawyers told him to give false testimony, that they failed to find a key witness, and failed to consult him on the trial's penalty phase. Chavez also argued that the public defender never obtained expert testimony on his mental health.

Cesar Haines - Repeat Sex Offender - Needs someone to watch him


A convicted rapist was picked up near Riverhead High School on Saturday on a public lewdness charge, three days after the owner of a local thrift shop told police she saw the man performing a lewd act inside her store, according to Riverhead police reports.

Cesar Haines, 27, is a Level 2 sex offender who served six months in county jail for a 2003 third-degree rape conviction, according to the state's sex offender registry. His victim was a stranger.

Mr. Haines' address on the state registry, last confirmed in January, was 92 Homestead Drive in Coram, though recent court records show he actually lives on Hamilton Avenue in Riverhead. Sex offenders are supposed to register their addresses with the state every 90 days.

It was not clear why Mr. Haines was not charged for failing to register as a sex offender in Riverhead.

When asked if Mr. Haines had ever stayed at the county Department of Social Service's homeless sex offender trailer in nearby Riverside, a department spokesman said he had not.

"He stayed at the Westhampton trailer on March 18, 2008, and refused further trailer placement," the spokesman said. "He has not been with us since, and had no DSS business in Riverhead. He's never been housed in Riverhead through us."

Mr. Haines was nabbed near the Harrison Avenue school about 1:30 p.m. He pleaded guilty to the public lewdness charge on Monday in Riverhead Justice Court and was sentenced to 30 days in county jail.

Riverhead schools superintendent Diane Scricca said activities were happening at that time outside the school, such as softball and lacrosse, and other activities inside.

"But no reports of any problems," she said. "He had nothing to do with our kids, from what I can tell."

According to police, Mr. Haines was allegedly chased from K's Treasure Chest thrift store on Osborn Avenue last Wednesday after he was seen performing a lewd act.

The owner of the store called Riverhead police about 4 p.m. and said she recognized the man, who fled, as a regular customer named Cesar and, according to the police report, "knows him to live on Hamilton Avenue" in Riverhead.

A woman reached at the thrift store by phone confirmed the incident occurred, but declined to comment further.

James Carrier Lloyd - Repeat Sex Offender - Arrested on new charges


A Honea Path man is in jail today after being accused of sex acts with a minor.

James Carrier Lloyd, 35, of 775 Broadmouth Honea Path, who was already on the sex offender registry, was arrested on Tuesday and charged with committing or attempting lewd acts upon a child under 16.
Carrier already is on the sex offender registry after being convicted of criminal sexual conduct with a minor in 1995 in Kentucky. He was released on that charge in 1996.
According to Greenwood Sheriff’s Office reports, the alleged victim revealed to her mother and grandmother she had been sexually molested by Carrier. After talking with the alleged victim, the mother contacted the sheriff’s office for help.
According to reports, when the alleged victim would go over to a neighbor’s home, Carrier would come over. The alleged victim claimed Carrier had sexual contact with them while no one was looking. When the alleged victim would ask Carrier to stop, he would only do so momentarily. According to reports, the alleged victim also stated Carrier would come back and find them when they turned sixteen.
According to GCSO reports, the alleged victim made the same allegations against Carrier in a forensic interview with counselors and her mother.

George Jones - Repeat Sex Offender - Preys on Woman at Target's


A man listed on the Idaho Sex Offender website as a "Violent Sexual Predator" is arrested for attempted kidnapping.
George Jones is accused of trying to enter a 21-year-old female's vehicle in the Target parking lot Tuesday evening.
The victim was able to lock her doors and call 911. Sheriff’s Deputies were able to find a suspect from the information that the female gave them.

54-year-old Jones is jail with a 1st degree kidnapping charge.

According to the Sex Offender website, Jones was also arrested in 2002 for indecent exposure.

In 2007, he was arrested for peeping inside the girls' bathroom at the 4H extension office in Idaho Falls.

Michael McShane - Repeat Sex Offender - On a Rampage

He was also said to have a staggering record of more than 250 offences following convictions in criminal courts all over the country.
A CONVICTED sex offender seen exposing himself outside a city primary school has been jailed for two and a half years.
Scotsman Michael McShane already had a record going back 20 years for indecent assault and indecent exposure before he showed up at Danescourt Primary School, Cardiff, in January this year. There he scared mothers when he picked up a two-year-old girl, crouched down to other toddlers in a double buggy, tried to get into a car and finally undid his trousers.
The toddler he held was snatched back by her mother who told Cardiff Crown Court she quickly realised the man was not known to either her or any other mothers outside the school.

McShane took hold of one woman by her hips as she stood between him and two other children, before walking towards the school where he approached a parked car and tried the door handle.

He was unable to open it because the childminder inside had seen him coming and had locked herself inside.

But minutes afterwards, the jury was told, she had to get out to collect her own daughter and saw McShane turn towards her, unzip his trousers and expose himself.
Yesterday, a jury took just moments to unanimously convict him of two counts of common assault and one of exposure. The court heard he had already pleaded guilty to being in breach of a Sexual Offences Prevention Order put in place previously to protect the public from him. The breaches included going near a school and being drunk in a public place.

He was also said to have a staggering record of more than 250 offences following convictions in criminal courts all over the country. Originally from Glasgow, he had no fixed address in Cardiff at the time and is believed to have been travelling around the UK.

Through his lawyers, he suggested the mums at Danescourt had been mistaken when they picked him out in a video identification parade. But the mother who had been forced to lock herself in her car said: “There was no mistake, I saw him clearly; his face was right up against the glass, terrifying me.”

McShane was arrested at a nearby Somerfield store after two mothers followed him first to the Radyr Court pub then to the shop.

Chester Lee Hatton - Repeat Sex Offender - Preying on girls in public restroom


A registered sex offender was arrested after police said he tried to snap photographs of girls in a mall restroom.
Springdale police said 45-year-old Chester Lee Hatton confessed to trying to photograph a partially nude 12-year-old girl with his cell phone after he followed her into a restroom at Tri-County Mall.
"That is pretty brazen," said Mike Mathis, of Springdale police. "Obviously the people in the room are going to be aware when a person starts looking in on them, trying to stick their cell phone in on them."
Police said Hatton was charged with voyeurism in the May 25 incident at Dillard's and then again June 20 in a Sears restroom, and officers said he was a suspect in a similar incident at B.J. Brew House.
"Almost no different than someone who has a drug addiction or gambling or any other kind of addiction, it's a compulsion that they find hard, if not irresistible, to deal with," Mathis said.

Ryce Center to donate bloodhound to police today

The Jimmy Ryce Center will present a new bloodhound named "Jimmy" to Hialeah Police this morning.

One of the goals of the Ryce Center, a victims rights organization, is to make a bloodhound available to police within one hour anywhere in the country.
Bloodhounds are believed to have 60 times the scent power of a German shepherd and are the only dog breed that can follow a human trail more than a few hours old.
"We believe that Jimmy would be alive today if a bloodhound had immediately been brought in to search for our son," Don and Claudine Ryce, parents of slain child Jimmy Ryce, said in a prepared statement.
In 1999, 9-year-old Jimmy Ryce was abducted after getting off of his school bus in a rural Miami suburb and murdered at the hands of a sexual predator.
The bloodhound will be presented at 10:30 a.m. at Hialeah City Hall, 501 Palm Ave.

Robert Kolibas - Repeat Sex Offender - Should've known better

A Williston father was supposed to be listed on Vermont's sex offender registry -- but wasn't -- before he was accused of fondling a 13-year-old girl inside his home Monday, according to public safety officials.

"That's the flaw in the system. The registries depend on people who are so far off their moral compass they land on it to begin with and to then be truthful and tell them when they're moving," said Jennifer Mitchell, a neighbor of Kolibas and a child safety expert.

A Williston man was arraigned on three charges Monday in connection with claims he fondled a 13-year-old girl at his home after giving her a drug-laced "smoothie" drink.

Robert Kolibas, 50, apprehended in northern Maine on an arrest warrant this month and returned to Vermont over the weekend, was ordered held without bail by Judge Ben Joseph after pleading not guilty to three charges in Vermont District Court in Burlington.
According to a police affidavit, the girl was staying overnight at the Kolibas home May 30 with Kolibas' daughter. Both drank smoothies provided by Kolibas and then fell asleep after watching a movie on television.

The girl later awoke to find Kolibas touching her breasts and pelvic area.

"I just hear noises and I woke up," she is quoted in the affidavit as telling police. "He was just feeling me and trying to take my clothes off and everything."

The girl said she tried to awaken Kolibas' daughter by kicking her with her foot, but was stopped by Kolibas, who held her legs, the affidavit said. She also said she believed Kolibas was taking pictures of her while he was touching her.

"He whispered in my ear that he was sorry and that not to feel bad and not to tell anybody," the affidavit said, quoting the girl's statement.

The girl later called her mother to come get her. When the mother arrived, her daughter came out of the house disheveled, crying and walking strangely.
The mother confronted Kolibas, who told her that the girl was probably just "rubbing up against my daughter" or had had a nightmare, according to the affidavit. Police later determined the girl had levels of benzodiazepine, a sedative, in her blood.

During a subsequent investigation of the Kolibas home, police recovered three "smoothie bags" containing prescription drugs, the affidavit said. There was no information in the document about whether police recovered any photographs from the home.
At one point during the police search of the home, Kolibas was described as telling police that "he should have known that something like this was going to happen. They should never have allowed sleepovers."

Whether viewing pornography incites some people to sexual abuse, few contend that possessing child pornography is a victimless crime.

Merely viewing child pornography is not necessarily a precursor to child sexual abuse, available research indicates.

Nonetheless, child pornography charges against North Attleboro High School swim coach Timothy Kelly are part of an increasing volume of complaints reaching the attention of investigators and courts.
The National Center for Missing and Exploited Children currently receives about 2,500 tips a month concerning child porn, about half of which come from Internet service providers mandated to report such cases, spokesman John Sheehan said.
The center passes the reports on to law enforcement agencies such as the the Internet Crimes Against Children Task Force, a group that includes Massachusetts State Police and local police departments.
However, simply viewing child pornography might not spur someone to commit sexual crimes against children, Sheehan said. But those who are eventually arrested for such offenses frequently are found to be in possession of child pornography. A 2006 article in the magazine "Science Daily" cited uncertain links between the viewing of pornography and the commission of sexual crimes, based on available research.
The article, which quoted University of California Davis Associate Professor of Clinical Psychiatry Dr. Charles L. Scott, said two federally commissioned studies during the 1970s and 1980s failed to find a strong correlation between viewing erotica and acting out sexually.

A 2004 paper written for the organization End Child Prostitution and Trafficking cited "considerable controversy" over the likelihood of a person committing sex crimes based on having viewed pictures of children committing sex acts.

Whether viewing pornography incites some people to sexual abuse, few contend that possessing child pornography is a victimless crime except for members of Sosen and pedophile advocacy groups.
According to the ECPAT paper, effects on children who are photographed or filmed in the commission of illicit sex acts can range from "physical symptoms and illnesses, emotional withdrawal, anti-social behavior, mood swings, depression, fear and anxiety."

Children who are sexually abused or exploited might also be at high risk of becoming perpetrators or abusers themselves, the paper said.

WANTED: Jesse William Kirk - Repeat Sex Offender


Authorities in western Montana are looking for a 35-year-old sex offender who sneaked into a Missoula tanning booth Monday and spied on a woman, then followed her outside into the parking lot.

Jesse William Kirk was last registered as a sexual offender in Hayden, Idaho, and also is wanted on a felony burglary warrant out of Helena. In that case, Kirk allegedly entered the Planet Beach spa on June 17 and stole a purse from an office employee.
Helena Police Chief Troy McGee said Kirk is also suspected of peering beneath a fitting room door at Ross Dress For Less on June 17 and watching at least one woman change clothes. McGee said the man could face additional misdemeanor charges for the “Peeping Tom” offense.

Kirk is likely driving a 1993 black Toyota pickup truck with Idaho license plate T6F093050.
In 1999, Kirk was convicted of assault with intent to commit rape in Sacramento, Calif. He was released from a prison in Idaho on June 1, and signed up as a sex offender with the Idaho Department of Corrections two days later. He is currently listed as “compliant” on the department's Web site.
According to local police, Kirk walked into the Brown Sugar tanning salon, 3275 N. Reserve St. in Missoula, around noon on June 22 and signed up as a new client. Kirk then walked into a separate booth and observed a woman tanning. He then followed the woman outside when she left the salon.
Kirk is described as a white male adult who stands 6 feet, 2 inches tall and weighs 220 pounds. He has reddish or auburn hair and brown eyes. He was last known to have short hair and is clean-shaven.

Anyone with information about Kirk's whereabouts should call 9-1-1 or Missoula Crimestoppers at 721-4444. Police say not to approach or attempt to apprehend him.

“We have entered his information into NCIC (National Crime Information Center), so if he's found anywhere he'll be picked up,” said McGee.

William C. Enright - Repeat Sex Offender - Possessed Child Pornography WHILE he was in Civil Confinement


A resident at the state's Special Commitment Center (SCC) for sexually violent predators on McNeil Island has been arrested on a federal charge of possessing hundreds of images of child pornography.

The charge, which stems from images seized from the convicted child molester nearly four years ago, is among several similar cases that have been filed against SCC residents in the past few years. The cases raised alarm among administrators at the facility and prompted several reforms.
William C. Enright, 46, was charged in U.S. District Court in Tacoma last week with one count of possessing child pornography. He was taken off McNeil Island and placed in federal detention Friday, officials said.
Enright has been held at the SCC since 2000 after being found to be a sexually violent predator in Chelan County. He has convictions for child molestation, solicitation of kidnapping and communication with minors for immoral purposes, court records say.
According to charging documents, officials at the SCC found compact discs and DVDs containing sexual images of children in Enright's room in December 2005.
In November 2006, Enright was charged with five counts of possessing child pornography in Pierce County Superior Court. But prosecutors dropped the charges in April 2007 because they couldn't articulate a valid reason that his room had been searched, according to records in that case.
About the same time, officials at the McNeil Island facility were experiencing a rash of incidents of child pornography ending up in the hands of the residents, who all are committed indefinitely to the center for mental-health treatment.

At least four other residents were charged with new crimes for possessing such materials, and officials in early 2008 told The Seattle Times that they were reviewing security procedures and conducting personnel investigations to try to figure out how the material was getting in.
As part of that probe, an investigator from the U.S. Postal Inspection Service (USPIS), W.E.S. Beatty, was invited to the Special Commitment Center to look for problems in the way mail was handled in the mail room of the center, said Special Agent Jerry Styers, a spokesman for the USPIS.

As Beatty found gaps in the system, he also learned of the material that had been seized from Enright, Styers said. The discs were still being held in storage by center administrators.

Beatty interviewed Enright and got his permission to look at the discs, the documents say. Enright insisted that the images were not pornography but "child erotica."

Prosecutors decided to press the case last week because Enright was due for a hearing to review his commitment to the SCC, said Emily Langlie, a spokeswoman for the U.S. attorney in Seattle.
The postal officials and administrators at McNeil Island say recent changes at the center appear to have slowed the flow of pornography into the facility. But they also acknowledge that it's tough to stop it entirely.
By legal mandate, the SCC is not a prison but is operated by the state Department of Social and Health Services (DSHS) as a mental-health facility. As such, the residents' mail cannot be thoroughly searched without reasonable suspicion that contraband will be found, said Steve Williams, a DSHS spokesman.

Residents are allowed to have computers — but no Internet access, and the computers must be "stripped down" to remove any storage device such as CD burners.

Harrison Blankenship - 84 year old - Repeat Sex Offender - sexually assaulted Nursing Home Patient


A Versailles man is under arrest for sexually abusing a patient at a Frankfort nursing home.
Police say 84-year old Harrison Blankenship was visiting a family member at Bradford Square Rehabilitation and Nursing Center. He sexually assaulted an 87-year old patient and subjected the woman to sexual contact without her consent. Blankenship is charged with first-degree sexual abuse.
Blankenship is a registered sex offender. He was convicted of raping a 13-year old in 1995. He's listed as compliant on the sex offender registry.

Darrin E. Sanford - Repeat Sex Offender - Life in Prison without possibility


Judge Robert Harris this week sentenced the man who pleaded guilty to killing a 13-year-old Hazel Dell girl to life in prison without possibility of parole.
Darrin Eugene Sanford , 31, killed Alycia Nipp on Feb. 21 as she walked home through a field that many in her neighborhood used as a shortcut. He confessed to stabbing the seventh-grader after he tried to rape her and pleaded guilty to first-degree aggravated murder.
Prosecutors did not seek the death penalty in exchange for Sanford's guilty plea. The defendant made a brief statement expressing remorse at the sentencing, said a representative for the prosecutor's office. Nipp's family members also spoke.
Sanford, a registered sex offender, was released from prison about seven months before he killed Nipp, and authorities worried he might reoffend.
He was convicted in 1997 of approaching children outside Harney Elementary School in Vancouver and completed a sentence for crimes including failing to register as a sex offender.

Defense attorneys J.R. Yoseph and Michael Foister released a statement earlier this month in response to the guilty plea that thanked the prosecutor, Art Curtis, for resolving the case in a just way that upholds public safety.

Leon McGuire - Repeat Sex Offender - Multiple Victims

A Jerome man who confessed to molesting an adopted son in 1984 is now accused of doing it again to as many as five other boys.

Leon McGuire, 62, bonded out of the Jerome County Jail Monday. He was charged Friday with two counts of child sex abuse and lewd and lascivious conduct for allegedly sodomizing the 11-year-old relative of a Jerome neighbor in September. He faces up to life in prison if convicted.

McGuire may also have molested four other boys, according to Jerome County 5th District Court records, though "it does not appear any of these cases were charged."
In 1984, McGuire was arrested for having a sexual relationship with an adopted son. He pleaded guilty to a count of lewd and lascivious conduct and was imprisoned for about six months by the Idaho Department of Correction.
McGuire was released from parole in 1985, according to IDOC, though he is not named on Idaho's online sex offender registry.

McGuire declined comment when reached Tuesday by the Times-News.

But authorities say he denied wrongdoing during an April police interview, where he allegedly admitted to knowing the 11-year-old boy.

"If there are any leads he (a Jerome County investigator) would certainly follow up on that," said Jerome County Sheriff Doug McFall about other possible victims.

Magistrate Thomas Borresen on June 9 dismissed one count of lewd conduct with a child that was previously made against McGuire.

In court records filed June 14, Borresen said the 11-year-old boy's demeanor "was obviously supportive of the fact that something traumatic had occurred to him."

However, Borresen also wrote that the child's rendition of the alleged sex crime seemed physically improbable.

"In rejecting (the child's) testimony, this court would have to come to the conclusion that (the child) got on the stand, was sworn to tell the truth and then concocted all of the events that he testified to during the hearing with no evidence being presented as to any motivation or ill will that (the child) may have had against Mr. McGuire to make untrue allegations."

McGuire has a pretrial conference set for Sept. 14, and his jury trial is scheduled to begin Sept. 30.

Donnell L. Thomas - BabyRaper - Assaults his victim again

A 54-year-old man recently released from prison for raping and sodomizing a child moved back in with the victim’s mother, sparking a disturbance over the weekend in Kansas City.

The victim, now 35 years old, and other relatives went to the mother’s home in south Kansas City to tell Donnell L. Thomas to leave. The relatives said the mother “did not know how to tell him to leave,” according to court records.

After the confrontation Saturday, Thomas allegedly punched the 35-year-old woman in the chest and swung a knife at her. The woman’s son pulled her away. She was not cut.

Police arrested Thomas in the area. Jackson County prosecutors charged him with first-degree assault and armed criminal action.

Court records noted Thomas was convicted in 1986 of raping, sodomizing and sexually assaulting the victim.

Karl Allen Dreyer - Violent Rapist - Receives Life in Prison


Just a few hours after convicting Karl Allen Dreyer of Aggravated Sexual Assault of a Child, a Montgomery County Jury recommended a life sentence in the case. Judge Kathleen Hamilton of the 359th District Court followed the jury’s recommendation and imposed the sentence Friday evening.

The defendant was convicted of violently raping his wife’s 15 year old step-sister. Prosecutors Rob Freyer and Echo Coleman walked the victim through the violent sexual assault, and also presented evidence of another sexual assault perpetrated by this same defendant years earlier. Sheriff’s deputies from the Montgomery county jail testified that the defendant was a behavioral problem in the county jail, and an officer from El Paso testified that after fleeing from this jurisdiction after the most recent sexual assault, the defendant had to be tased when he became violent with officers attempting to arrest him.

The defendant had a prior prison trip for Burglary of a Habitation and several misdemeanor arrests. The jury sentenced the defendant to life after 30 minutes of deliberation.
“I am once again glad that a victim was able to leave a Montgomery County courtroom knowing that the citizens of this county heard their cry for help,” said District Attorney Brett Ligon. “This is prosecutor Rob Freyer’s fifth life sentence from a jury since coming to work for this office in January. He continues to distinguish himself as a champion for those that unfortunately fall victim to these sadistic predators. Juries continue to call for maximum sentences in these cases,- and our office will continue to oblige them.”

Jeffrey Bastien - Repeat Sex Offender - Civil Commitment Sought

In the past 15 years, repeat sex offender Jeffrey Bastien has had only one day of freedom.

The self-described “rape hound” has been on probation, in jail or in a psychiatric hospital for all but 24 hours of his adult life. Every time he is released from custody, he commits a new crime, often within hours.
At a hearing that began more than a year ago and resumed in Superior Court Monday, the Crown is applying to have Bastien declared a dangerous offender. The designation means Bastien would be handed an indefinite prison sentence to be reviewed once every seven years.

The dangerous offender application comes after Bastien was convicted in 2007 of sexually assaulting a high school girl in the Windsor apartment she shared with her mom. The girl managed to dial 911 after Bastien appeared in her doorway in his underwear in May 2006. The 911 operator recorded the violent attack and dispatched police who arrested Bastien within minutes, still in the girl’s home.
Monday’s hearing included having a 10-metre-long timeline of Bastien’s criminal history entered into evidence. The timeline, displayed in the courtroom like a giant piano roll, was produced by marrying Bastien’s criminal record with hospital and jail records. In a rainbow of overlapping colours, the timeline documents Bastien’s more than two-dozen convictions, including five increasingly violent attacks on complete strangers. Bastien has been on probation nine times and twice was deemed a high-risk offender.

Court has heard he fantasizes about raping women, including jail guards or any other woman whose path crosses his. He told police he had set a goal for himself of sexually assaulting 5,000 women.
Laurie Jacobs, a Windsor police officer who works in the special victims unit, was the lead investigator in Bastien’s latest crime. She testified Monday that she had to have a male detective familiar with Bastien interview him because Bastien was acting so “irrationally” in custody after attacking the teenaged girl.

“He was acting out sexually. He was masturbating continually in his cell,” Jacobs said.

Court heard Monday that Bastien, who turns 33 Saturday, at varying times in his incarceration, had been diagnosed with paranoid schizophrenia, anti-social personality disorder, substance abuse disorders and deviant sexual tendencies combined with a low IQ.

Defence lawyer Brian Dube described Bastien as being caught in a “vicious cycle” of refusing to take medication to treat his mental disorders because his mental disorders were preventing him from making rational decisions. Psychiatrist Wtaild Poplawski, one of several expert witnesses called to testify at Bastien’s hearing, agreed Monday with Dube’s description.
Poplawski noted Bastien has been called a “30 plus” on the scale used to assess risk to reoffend. “That is relatively rare,” Poplawski said. “That is a very high score.”
Throughout his hearing Monday Bastien sat picking at his forehead, pulling at his brush-cut hair and fussing with his lumberjack coat he wore in the stifling hot courtroom.

Patrick Moore - Repeat Sex Offender - New Sex Charges and tried to run over Police

Patrick Moore facing four felony counts of sexual abuse, as well as assault on police officers and other charges.

HURRICANE -- A registered sex offender from Putnam County is now facing several new felony charges.

Patrick Moore, 41, was arrested Monday by U.S. Marshals, Hurricane Police and the Putnam County Sheriff's Office.

He's charged with four counts of second-degree sexual abuse and sexual abuse by a parent or guardian.

According to the U-S Marshals Service - Moore also allegedly tried to run over Hurricane Police officers last week after a routine traffic stop, resulting in him also being wanted for fleeing, assault on police officers and several traffic offenses.

Moore has a prior conviction for first-degree sexual assault.
1st Degree Sexual Abuse served approximately 2 years and 4 months in a correctional facility and placed on 1 year probation.
