Sarah Tofte of the Human Rights Watch says that 25% of all sex offenders re-offend within 15 years
A registered sex offender was arrested again Saturday for allegedly raping a child and taking indecent liberties with a child.
Douglas Wayne Parsons was first arrested in 2003 for taking indecent liberties with a minor.
Parsons is now in the Union County jail under a $500,000 bond. His first court appearance is set for next month.
