CLEVELAND -- Ronald Foster, 59, of Newcomerstown was indicted Tuesday after Oakwood Village police and the Ohio Internet Crimes Against Children task force arrested him Feb. 8.
Foster is expected to be arraigned Feb. 26.
Cuyahoga County Prosecutor Bill Mason, chairman of the OICAC, said Foster's arrest was a result of a collaborative investigation between the ICAC members that included the Linndale, Brooklyn Heights, Rocky River, University Heights, Newcomerstown and Oakwood Village police departments; the Cuyahoga and Tuscarawas County Sheriff's Offices; and the Cleveland FBI office.
On Jan. 19, Foster began chatting online with whom he thought was an 11-year-old girl from Bedford, Ohio.
The girl was actually an undercover Oakwood Village police officer. Foster indicated that he wanted to have sex with the girl and sent illicit pictures of himself using a web camera.
On February 8, Foster arranged to drive from Newcomerstown to meet the girl at a park in Oakwood Village.
He was arrested when he arrived at the park. Police found pornographic videos, sex toys, a video camera, and a tripod in his car.
Foster was indicted on a total of 11 counts, including: one count of attempted rape, a second degree felony; one count of attempted kidnapping, a second degree felony;
Seven counts of importuning, a second degree felony; and two counts of possessing criminal tools, a fifth degree felony.
He faces a maximum sentence of 74 years in prison.
Oakwood Village Police Chief Robert J. Semik said, "This predator's willingness to drive over an hour to have sex with an 11-year-old reinforces the dangers of the internet. This was good police work but parents are the best line of defense. We cannot let our children fall in the hands of predators like Foster."
