Delaware State Police charged a 31-year-old Frankford man with sexual harassment and endangering the welfare of a child after he was spotted by a trooper on patrol last night allegedly soliciting a teenager.

At approximately 8:46 p.m., the trooper encountered a suspicious pick-up truck on a private drive off Irons Lane east of Dagsboro, said state police spokesman Cpl. John Barnett Jr.

The trooper conducted a field stop of the parked vehicle and found two individuals inside. One occupant was Kevin G. Wilkerson, 31, of Frankford, and the other was a 16-year-old boy from Dagsboro, Barnett said.

Wilkerson is a convicted sex offender and it was learned he allegedly solicited the boy for oral sex for a fee of $90. Wilkerson was taken into custody, and the boy was interviewed, Barnett said.

In subsequent interviews, Wilkerson reportedly confessed to sexually soliciting the boy, Barnett said. He was formally charged with endangering the welfare of a child and sexual harassment attempting to induce sexual contact.

Wilkerson was arraigned and committed to the Sussex Correctional Institution in lieu of $3,500 bond.

Wilkerson is a registered Tier-2 (moderate risk) sex offender stemming from a 2001 conviction for sexual harassment and a 2003 conviction fo second-degree unlawful sexual contact. Wilkerson was in compliance with the sex offender registry at the time of the alleged incident, Barnett said.
