Shawn Allen Rudd = Repeat Sex Offender - Pedophile

A Middletown man registered as a Megan's Law sex offender and jailed Monday for allegedly molesting two juvenile boys was charged Friday with sexually assaulting a young girl four years ago in Upper Chichester, authorities said.

Shawn Allen Rudd, 44, of the 200 block of East Dutton Mill Road, was arraigned on the latest offenses, including indecent assault, unlawful contact with a minor, corruption of minors, involuntary deviate sexual intercourse with a child and aggravated indecent assault.

Magisterial District Judge David Griffin set bail at $250,000 cash. A preliminary hearing is scheduled Sept. 23.

Rudd was a maintenance worker at the Brandywine Manor Apartments and came into contact with the girl when she was there visiting a relative, some four years ago, according to the affidavit of probable cause for arrest, written by Upper Chichester Detective Thomas R. McNichol.

Rudd has been jailed since his Sept. 8 arrest on charges involving the two boys. Court documents allege the boys have been molested by Rudd since the winter of 2006.

According to documents, McNichol began an investigation Sept. 2, when the girl and a relative appeared at police headquarters to report a sexual assault. The girl she was showing Rudd how she performed cartwheels when he grabbed her, pulled down her pants and kissed her private area.

When she attempted to run, she said he grabbed her and offered her money. He also asked her not to tell anyone, the affidavit states.

At that time, McNichol learned of Rudd's registration on Megan's Law Web site, and that he was under investigation by state police.

Rudd was convicted of aggravated indecent assault in October 1998. Pennsylvania law does not require Megan's Law Web site to indicate whether the victim for offenders convicted before Nov. 30, 2006, is a minor.

When Rudd was arrested Sept. 8 on charges involving the boys, McNichol conducted a joint interview with Trooper Joseph McCunney, of the PSP criminal investigation unit. At that time, Rudd admitted to allegations in both cases, according to McNichol's arrest affidavit.

In the Upper Chichester case, Rudd told investigators he remembered assisting the young girl doing cartwheels. He recalled her wearing a dress or a skirt and that he would hold her ankles when she did the flips.

Another time, he said the girl was wearing stylish pants, which he described as a "foo-foo outfit," according to the affidavit. The girl again did cartwheels, and he assisted. She was on the floor when he removed her pants and began to touch and kiss her inappropriately.
Rudd demonstrated the kissing motion, the affidavit states.

In the Middletown incident, documents state the boys, 12 and 11 years old, have been afraid of the 200-pound defendant since the alleged abuse began, in the winter of 2006, according to the arrest affidavit, written by McCunney.

When one of the boys said he was going to tell his father what had happened, "the defendant told the victim that if he told anyone that he would kill him," the affidavit states.

The most recent incident occurred in early August of this year, according to the document.
McCunney's investigation also began Sept. 2, when state police were contacted by parents. McCunney and a caseworker for the Delaware County Children and Youth Services interviewed the boys on Sept. 4.

A preliminary hearing on the Middletown case is scheduled Tuesday before Magisterial District Judge Walter Strohl. Bail on those charges was set at $500,000 cash.
