Larry Woods, Jr. was caught, police say, in an alley near Franklin and Chicago in south Minneapolis Sunday night with a video camera and a tape of women who didn’t know they were in his sights.
Officers arrested Woods on suspicion of interfering with privacy, a gross misdemeanor. He remains in custody at the Hennepin County Jail, pending charges.
"We have the blinds closed most all the time," said John Kelly, Woods’ next-door neighbor.
He and other neighbors did not know that Woods is a sex offender, convicted of raping a woman in 2001.
According to the 2001 complaint from court archives, Woods pled guilty to hitting a woman, holding her down, and pulling off her clothes.
Now out of prison, he's accused of taking advantage of women again.
