Kermit “Casper” Flanders - Repeat Sex Offender Scumbag


A registered sex offender gave alcohol and marijuana to two teenage girls, molested one of them and wrote “bitch” on her forehead while she was unconscious, police said Wednesday.

Kermit “Casper” Flanders, 39, was arrested Tuesday after an investigation into an April 11 incident at his home in St. Albans. He pleaded not guilty Wednesday in Vermont District Court in Burlington to one count of sexual assault and two counts of furnishing alcohol to a minor. He was ordered to be held without bail at Chittenden Regional Correctional Facility.

Vermont State Police called the case disturbing. “He’s a convicted sex offender who’s continuing to re-offend,” said Trooper Benjamin Katz, a state police detective.

A 17-year-old girl told authorities she accompanied Flanders’ niece to his home, where they mixed cocktails called Sex on the Beach, drank them and smoked a marijuana joint that was provided by Flanders, who crushed five pills of OxyContin and snorted the powder, according to an affidavit filed Wednesday.

The girl told police that, despite her requests to be left alone, Flanders picked her up and took her to his bed, where he pulled off her pants and underwear and assaulted her, according to the affidavit.

When she woke up the next morning, she realized Flanders had used a black marker to write “bitch” on her forehead and “mouth” on her chin, draw on her nose and write her name on her knee, the affidavit said.

The Burlington Free Press does not reveal the names of people who claim to be sexual-assault victims without their consent.
Flanders was convicted of sexual assault on a minor in 1995 and lewd and lascivious conduct in 1997, when he became registered as a sex offender.

Police also said Flanders had changed residences without notifying the registry, a violation of his probation.
Defense attorney John Findlay, who represented Flanders at Wednesday’s arraignment, wouldn’t comment on the new case.

Franklin County prosecutor Diane Wheeler was not in court for the arraignment, which was moved to neighboring Chittenden County in accordance with a new policy to hold a suspect’s court appearances in the county in which he or she is jailed. She could not be reached for comment afterward. Two telephone messages left at her St. Albans office were not immediately returned.
