Marcellus Norman Jacob - Ticking Time Bomb Captured

Convicted sex offender Marcellus Norman Jacob has been arrested after walking away from a Vancouver halfway house.

Investigators with the Integrated Sexual Predator Observation Team (ISPOT) made the arrest after two Canada-wide warrants were issued for Jacob.

“Mr. Jacob has a long history and is well-known to police,” said RCMP Acting Staff Sgt. Tim Shields.

“The community is safer with him back in custody.

“He was on parole, so he will likely have to remain in custody for the remainder of his sentence.”

Jacob, who went AWOL April 2, was released in 2006 after serving two-thirds of his seven-year sentence for the knifepoint sexual assault of a Whitehorse woman in 2001.

In his sentencing in 2002, Yukon Territorial Court Judge Barry Stuart described Jacob as a “ticking bomb,” with a “propensity for violence and for sexually inappropriate behaviour.”

Jacob, then 20, was armed with a knife when he broke into a woman's house in Whitehorse while she slept.

For several hours he forced her to carry out “deplorable, degrading acts,” including multiple physical and sexual assaults, according to the original sentencing report.

He was first released by the National Parole Board to a Vancouver halfway house in October 2006.

He disappeared one month later and was on the lam for four days before he turned himself in.

He also walked away from a halfway house on Aug. 10, 2008.
