A Georgetown County man has been arrested and charged with having an sexual relationship with a 14 year old.
30-year-old Phillip Parson is a registered sex offender in Andrews.Police say Parson had been an acquaintance of the victim for over a year and a half.
He's charged with criminal sexual conduct with a minor, lewd act on a minor, and exposing another to HIV.
They say in the past several months, illegal sexual acts took place.
"25% of all sex offenders re-offend within 15 years"
