Rodney Maxwell - Repeat Sex Offender - Throwing Rocks plus a new sex charge

Maxwell is a tier three sex offender, which means he must register his address with the state of Ohio every 90 days for the rest of his life. Maxwell was convicted in 1996 for kidnapping of a minor to engage in sexual activity, and rape. Hamilton County court records also show Maxwell also faces a charge of gross sexual imposition from May. He allegedly followed a woman into an elevator, fondled her, and exposed himself.

A 41 year old convicted sex offender faces charges this morning in connection with four recent incidents where rocks were thrown at vehicles. Rodney Maxwell of Avondale faces four counts of felonious assault with a deadly weapon.

Court documents accuse Maxwell of throwing rocks and cinder blocks into vehicles waiting at red lights. Three of the attacks happened on William Howard Taft Street, the fourth on Highland. All the victims were woman. Two women were hurt. One was hit in back of head. The second, Amanda McGinnis of Lebanon, was hit with a cinder block while sitting at a stoplight on William Howard Taft several weeks ago.

Not long after she was hit, McGinnis spoke with Local 12. She says she was hit around 4:15 in the morning, as she was driving to work. She had just exited I-71 and was waiting for the light to turn green when a man walked up to the side of her car and threw the block through her driver side window. McGinnis hit the gas and took off, driving herself to the hospital. Her face was cut by the shattered glass of the windshield, she was badly bruised and needed three stitches.

Detectives arrested Maxwell yesterday. They haven't said yet what led them to charge him with the attacks or what his motive may have been.
