Paul Delorme Convicted Pedophile

A convicted pedophile who refuses therapy and admits to his attraction toward young girls was declared a dangerous offender Monday morning.

In a decision written by Justice Gerald Morin, read by Justice Monique Métivier due to his absence, Judge Morin found Paul Delorme, 38, meets the criteria of a dangerous offender for several reasons, including the fact psychiatric tests reveal he is at a high risk to reoffend due to his sexual deviancy and anti-social personality disorder, lacks insight into his behaviour, his refusal to take part in rehabilitation programs - or take medication to control his admitted pedophelic urges.

In September 2001, while at a Tim Hortons in Brockville, Mr. Delorme and three other psychiatric patients had been out on a supervised recreation and shopping trip when he followed a seven year old girl into the women's washroom. When the girl walked out of the stall, he grabbed her from behind, putting his left hand over her mouth and dragged her into the handicapped stall.

He sat on the toilet seat, pulled her down on him and fondled her, threatening to kill her if she resisted.
He only released her after her mother called out. He then hid in the men's washroom and was arrested when police arrived.

He had been in the psychiatric hospital after being found not criminally responsible for another assault on a young girl, essentially played out in a similar manner.

He will attend a placement hearing conducted by the Ontario Review Board to determine whether he will sent to a penitentiary or a psychiatric hospital.

When an offender is declared a dangerous offender, they are assessed by a the Parole Board seven years after they are convicted. In this case, since the recent offence occurred in 2001, he will go before the board next year. And from that point, meet in front of the board every two years to determine his progress
