Carl Culbertson Jr - Repeat Sex Offender

Sarah Tofte of the Human Rights Watch says 25% of all sex offenders
re-offend within 15 years

A convicted sex offender is back in jail after being accused of exposing himself to a teenage girl who was walking by his house, according to a probable cause affidavit filed in the case.

Carl Culbertson Jr., 26, is being held in the Vanderburgh County Jail on a charge of performing sexual conduct in the presence of a minor, a Class D felony. He was arrested Sunday.

Culbertson is listed on the Vanderburgh County Sex Offender Registry for a sexual battery conviction in 2000.

According to the affidavit, a 13-year-old girl was walking the 1500 block of South Morton Avenue in late December when a man whistled at her from his residence.

The girl reportedly looked up and saw the man had dropped his pants and was fondling himself, the affidavit said. She reportedly looked away and walked home, later telling her mother about what happened.

Her mother then contacted police, who conducted an investigation that resulted in Culbertson's arrest.

According to the affidavit, a detective accompanied the girl to the block where the incident occurred, and she pointed at 1508 S. Morton Ave. as the residence where the man had been standing.

That address is listed as Culbertson's in the phone book and on the sex offender registry.

The girl also was able to pick Culbertson out of a photographic lineup of six men bearing similar physical characteristics, the affidavit said.

The victim's name was not released because she is a juvenile.

Bond for Culbertson was set at $10,000 cash or $100,000 surety.
