Scott E. Ziegler - Repeat Sex Offender - More Victims Coming Forward

Five new sexual assault charges have been filed against Scott E. Ziegler, a registered sex offender, after another teenage girl who met him through his downtown Waukesha sex toys and smoking paraphernalia shop told authorities he abused her.

She is the fourth teen girl Ziegler, 37, is accused of sexually assaulting after meeting them at his Twisted store and taking them to his residence in the 2000 block of MacArthur Road.

The latest charges, made public during Ziegler's preliminary hearing Friday in Waukesha County Circuit Court, allege that Ziegler smoked marijuana with a 15-year-old girl in his bedroom in late December and then began sexually abusing her as she started to fall to sleep.

The girl testified she went to the Twisted store sometime over Christmas break and on that same day went to Ziegler's residence, where several people were "hanging out."

She said she took three Adderall pills, medication for attention deficit disorder and hyperactivity, that Ziegler gave her and smoked marijuana with others at Ziegler's residence.

At some point that night, she said, she was alone with Ziegler in his bedroom and he indecently touched her, she performed a sex act on him and he later put her over his knees and spanked her bare buttocks.

With the five new charges, Ziegler now is charged with 16 felony counts in connection with the alleged sexual assaults.

He had been charged with three other crimes, involving physical abuse of a child, but those charges were dismissed Friday after District Attorney Brad Schimel decided not to present testimony on them. Those charges involved allegations that Ziegler spanked girls.

According to the criminal complaint filed in the case, Ziegler harbored runaway girls in his Waukesha apartment and gave the girls drugs and alcohol in exchange for sex.

Earlier Friday during the hearing, a different 15-year-old girl whom Ziegler is accused of sexually assaulting testified that she met Ziegler through his store, where several teens hung out, and considered him a friend.

She testified that Ziegler's house also had become a hangout for teens.

"Everybody at Twisted basically always went to his house at night," she said.

Jesse Klagstad, a male roommate of Ziegler's, testified that almost every night was a party at their home, with drugs and alcohol being passed among those in the residence, including teens Ziegler brought to the house from his store.

Klagstad testified that two girls, later identified by police as runaways, stayed in Ziegler's room, which Ziegler locked from the inside. Klagstad testified that Ziegler had sex with those girls.

At the start of Ziegler's preliminary hearing Monday, a 16-year-old girl testified that Ziegler forced her into sex acts. The girl, a runaway, stayed with Ziegler for about a month, she said.

Ziegler was arrested in January after police found him in a car with another girl who had run away. The girl, 14, was wearing a dog collar and leash.

Ziegler is accused of repeatedly sexually assaulting that girl. She was not called to testify during the preliminary hearing.

After hearing the testimony, Court Commissioner Martin Binn determined there was probable cause to believe that Ziegler committed felonies and bound him over for trial.

"The facts this court heard today are certainly disturbing and horrendous and affect all of us in our community," Binn said.
