Richard Fowler - Repeat Sex Offender - Tried to groom handicapped boy

Fowler is on probation after he pled no contest on charges he molested a 14-year-old boy in 1999 when Fowler was a special education teacher in Volusia County.

A 55-year-old registered sex offender and former teacher has been arrested for having unsupervised contact with a juvenile and violating his probation.

The boy's mother notified Oak Hill police last week after discovering that Richard Fowler had been sending text messages to her son.

The boy, who is handicapped, told investigators he and Fowler texted two to four times. The boy also told police Fowler never hurt him.

Fowler is being held without bond at the Volusia County Branch Jail
