Brian Kluck - Repeat Sex Offender - Can't Stop Peeping


Appleton police say a registered sex offender was arrested for invasion of privacy, and it isn't his first "Peeping Tom" incident.

Police say the latest incident happened about two weeks ago in the 900-block of West Glendale Avenue. In the early morning hours of August 26, a woman called police after she saw a man in her backyard.

"One of the officers got in the area, found out she had yelled out to the guy, he had taken off," Sergeant Pat DeWall described.

Brian Kluck, 33, was arrested shortly after. Officers arrested him for window peeping and kept him in the jail on a probation hold from a separate incident.

Kluck's past has police pushing for stricter penalties for peepers.

He's been convicted several times for disorderly conduct or invasion of privacy. He's spent time in jail, and he's a registered sex offender. Judges have ordered him to counseling and demanded he stay away from women's restrooms nor have contact with females under 18.

Yet he's a repeat offender.

A five-year-old Peeping Tom statute in some cases allows for stricter sentencing, yet police continue running into repeat cases like this one. Police say those stricter sentences are needed.

"Not only from a police standpoint but from a community standpoint, it helps to prevent peole from becoming victims of crimes, and I think truly that is the intent of the statute," DeWall said.

As for Kluck, his current case is being sent to the district attorney's office for charges.
