14 Year old Repeat Sex Offender - Laws protect him at expense of his victims

DENVER - A 14-year-old repeat sex offender who has been moved from school to school has allegedly struck again - and school administrators claim their hands are tied.
The teenager is a registered sex offender but because of his age privacy laws prevent that information from becoming public. He has been arrested three times in the last year, twice on school properties.
The Boulder Valley School District was aware of his past, but the privacy laws prevented the district from informing parents.

"The law is pretty clear and so we understand frustration some parents may feel. " said district spokesman Briggs Gamblin. when asked if the sex offender would return to Boulder county schools Gamblin stated: "You are asking perfectly good questions, common sense questions that parents would ask, that said... I can't answer that."

The suspect is 0ne of 12 students in the district in a "safety plan" - a treatment and monitoring plan intended to help at-risk students through the school system. If the "safety plan" does not work for the student the district creates a new one.

The latest teenage female victim said the boy touched her inappropriately and made sexually suggestive comments.
