Ronald L. Foster - Repeat Sex Offender - Caught Trying to Lure young girl

A registered sex offender was charged Wednesday with disorderly conduct after he approached an Evanston middle school girl Tuesday and allegedly engaged in inappropriate conversation.

Ronald L. Foster, whom police described as homeless, allegedly made inappropriate remarks Tuesday morning as the girl was waiting for a school bus on the 1800 block of Dodge Avenue.

The girl and her mother, who was standing nearby, became alarmed and the mother notified police. Foster was arrested a short distance away and taken into custody. On Wednesday, police charged him with a misdemeanor.

District 65 Superintendent Hardy Murphy notified parents of the incident Tuesday and urged that they review safe walking habits and routes with their children.

The letter said that if approached by a stranger, children should stay at arm's length, not speak to the stranger and should shout "no" loudly and continually if the stranger attempts to lead the child away. The child should then report the incident to a trusted adult as soon as possible.
