A registered sex offender was arrested in north Sacramento after he was spotted outside apparently masturbating while watching children through a window as they played inside of an apartment.Juan Quiroz, 51, was taken into custody on suspicion of indecent exposure, disorderly conduct and violating probation, jail records show.
Witnesses told police they saw Quiroz acting suspiciously shortly before 8 p.m. Thursday at an apartment complex in the 2700 block of Oakmont Street.
Responding police found Quiroz in the area and arrested him, according to a police report.
Quiroz remained in jail as of Friday. Bail was set at $75,000.
