According to a federal indictment, 63-year-old Warren Mumpower, who has lived in a south Spokane home for the last three years, used the Internet to traffic pictures and video of young children, including toddlers, performing sexual acts.
The group of 12 indicted encrypted its work to avoid detection and traded more than 400,000 images and video globally, investigators said.
Mumpower has been charged before with crimes against children. In the early 80s, he went jail in Florida for committing a lewd act against a child. In another case, he served time for sexual assault.
After 25 years, Mumpower is quoted in the book titled, “Child Abuse: The Effects on Children,” as saying, “There’s no such thing as a cure for pedophilia.”

The book was published last year at the same time prosecutors said Mumpower and his group engaged in their underground child pornography operation.
Mumpower is currently being held in a Spokane County jail.
Officials said he will be flown to Florida where he will join the 11 other men listed in the federal indictment to stand trial.
